MONTHLY MEETING

April 13, 2006

 

Pledge was recited by all present.

 

Ted Kornder called recessed meeting of March 9, 2006 to order at 7:00 p.m. on April 13, 2006 .  Motion by Les and seconded by Hubie to adjourn.  No discussion.  Motion carried by all.  Meeting adjourned at 7:01 p.m.

Minutes of the last meetings of March 9, 2006 were reviewed.  One correction to month of income under treasurer’s report was corrected from January to February.  No further discussion.   Motion by Les and seconded by Hubie to approve.  Motion carried by all.

 

Minutes of the Installation of Officers were reviewed.  Motion by Ted and seconded by Hubie to approve.  No further discussion.  Motion carried by all.

 

Minutes of the Re-org meeting were reviewed.  Motion by Hubie and seconded by Ted to approve with the understanding that the bids will be approved at this meeting.  No further discussion.  Motion carried by all.

 

Treasurer’s report:

 

Rae Ann Bohlman stated that in the month of March we had income of $1,016.39.  Balance of $1,302.13 in checking and $226,147.86 in savings.  Also have two $20,000.00 certificates at Community Bank Jordan and a $20,000 certificate at KleinBank Chaska. Total $287,449.99.  Motion by Les and seconded by Hubie to approve treasurer’s report.  No further discussion.  Motion carried by all.

Permits:

 

Jeff Hennen – Woodland Trails – Jeff came with the developer’s agreement for Woodland Trails Addition to review and get the signatures of the town board.  Discussion ensued with regards to some drainage issues and where the drainage was going, grade levels, etc.  Motion by Les and seconded by Hubie to approve the developer’s agreement for Woodland Trails Addition. No further discussion.  Motion carried by all.

 

Robert Caola – Motion by Les and seconded by Hubie to approve 80 x 50’ pole shed to replace building that burnt down per county codes and setbacks with the condition that the Caola’s apply for a CUP for their business.  Motion carried by all.  Permit #A2-2-06.

 

Robert Caola – Motion by Les and seconded by Hubie to approve recommendation for CUP to operate landscaping business known as Caola Landscaping from their residence per county codes.  No further discussion.  Motion carried by all.

 

Steve Bischof – Motion by Ted and seconded by Les to approve 36’ x 55’ pole shed per county codes and setbacks.  Motion carried by all.  Permit #A2-3-06.

 

Amy Mullen – Motion by Hubie and seconded by Les to approve an attached porch and breezeway from the home to the pole shed (12’ x 23’ porch attached to the house with a 8’ x 26’ breezeway to the existing pole shed)  per county codes and setbacks.  Motion carried by all.  Permit #A2-4-06.

 

New Business:

Scott County Deputy Opatz came to report events in St. Lawrence Township over the past month.  Month of March was quiet.

Reviewing our insurance policies for township – Ted will call RaeAnn to give her the name of someone in St. Michael to review and make sure have all of our bases covered with regards to insurance.

 

MN DNR – Growth Pressures on Sensitive Natural areas – Information purposes only.

 

Jordan Bike Tour – Had a request from the Jordan Bike Tour to use the parking lot.  Ted asked Jim Emmerich if this was alright.  Jim stated that Ted should talk with Carol Emmerich about this.  Ted will do this.

 

Old Business:

 

Annexation and developer’s agreement – At the present time,, we are waiting to hear from the City of Jordan on the annexation agreement and the developer’s agreement we are dealing with our attorney.

 

Township Right of Way Ordinance – Ready to be reviewed.

 

City of Belle Plaine update – Mayor Tom from Belle Plaine and a Councilman Lezman from Belle Plaine were present to talk about e-mail received from Mitch Rasmusen and Lezlie Vermillion with regards to Old Highway 169.  The total cost on an overlay would be about $125,000.  He asked our board to get a hold of Belle Plaine Township to formulate some type of meeting to come to a close on this.  Scott County would like an answer on this within the next two weeks so that they can put it on their mill and overlay contract.  Ted talked about the past and trading of roads.  Mayor Tom said with the time constraints, we need to have a joint meeting.  Have to look at where the base is from where we are sitting now.  Extended an invitation to have a joint meeting in the Belle Plaine Chamber to talk about this, what’s on the table, etc.  Need to work off of these numbers and get done as soon as possible.  City of Belle Plaine has about 300-500 feet, St. Lawrence Township has about the same, and then Belle Plaine Township has the remainder of the road.  Mayor Tom did not think that the City of Belle Plaine would be able to extend any city dollars to take care of township roads.  Les asked if MN Dot was still offering any money.  Mayor Tom said that he had a discussion with Lisa Freeze.  There is different numbers depending on what you do with the road.  Total reconstruction would be about $50,000.  She will take a look at how she can put the wording in to see what they could do.  She said she can not commit to anything at this time.  Les stated that by the foot with our township is fine.  Mayor Tom has stated that he has tried to make contact with Chairman Klehr and he has not returned calls.  Ted stated that our part of the road has been patched and is driveable.  Mayor Tom said that he will help facilitate this meeting and be supportive and help with this.  If he does not get any communication and help from the townships, he will just back away.  Les stated that he thinks St. Lawrence Township has gotten exhausted on this and would like Mayor Tom to put the meeting together.  Stressed for board members to talk with neighboring township to help cost share with this.  Tentative meeting will be set for next Wednesday, April 19th, at the Belle Plaine City Hall Chambers at 6 p.m.   Joe asked Ted why Belle Plaine Township ’s reason is for not doing it.  Basically, it was because the road does not do them any good.  It services 3 to 4 homes, that is it. 

 

City of Jordan updates – As noted above.

Grant Update – In the hopper with Dan Jobe yet.

 

 

Union Pacific Railroad – Julie Carr is trying to put together another meeting about bridge on Township #57.

 

Scenic Byways – Tabled.

 

Road Maintenance Report –

 

Les graded the roads.  Need to put material on road.  Other than that, Hubie will go out with the shoulder disc soon and get some of the stuff back up from the ditches.  Tree trimming is done with the exception of some stumps that need to be ground out.  Seal coating we are in on.  Already getting calls on dust coating.  Will come in May like we have always done.

 

Les asked Todd from Dvorak if he had blades.  He stated that he has 16 ft’ edges on hand.  Les stated he would like to purchase them from him. 

 

Todd also stated he had a price on the stumps to get rid of them.  $40 per ton or $800-$1,200 per side dump in Shakopee.  The cheapest place is Mankato SMC’s compost is $8.50 per yard or $175 - $200 max to get rid of them there.  Could take them to Mankato and get some limestone down there for the way back, etc.  Les stated that we should take the stumps to Mankato but would like a bid on the limestone before agreeing to bring that back.

 

Other Business/Notices/Public Comments –

 

Jim Stang stated that he believes that once they start digging into Old Hwy 169 that it will be a bigger mess than they are stating.  Les stated that we no longer need to talk about it.

 

Resident asked about stumps that are being removed on 195th and if all are being removed and if product will be put in to cover the stumps.
