MONTHLY MEETING

August 13, 2009

 

 

Pledge was recited by all present.

 

Les Quatmann called recessed meeting of July 9, 2009 to order at 7:00 p.m. on August 13, 2009.  Motion by Hubie and seconded by Les to adjourn.  No discussion.  Motion carried.  Meeting adjourned at 7:01 p.m.

 

Ted Kornder called monthly meeting of August 13, 2009 to order at 7:02 p.m.

 

Minutes of the last meeting of July 9, 2009 were reviewed.   Motion by Les and seconded by Hubie to approve.  No discussion.  Motion carried by all.

 

Treasurer’s Report:

 

Rae Ann Bohlman stated that in the month of July we had income of $1,028.10.  Balance of $5,353.45 in checking and $314,469.09 in savings.  Also have one $22,332.30 certificate at Flagship Bank and a $20,731.62 certificate at KleinBank Chaska.   Total $362,886.46.   Motion by Les and seconded by Hubie to approve treasurer’s report.  No discussion.  Motion carried by all.

Discussion ensued with regards to the bills from Leo Anderly for assessing in 2009 and the Scott County Data Entry bill.  Motion by Les and seconded by Ted to approve all bills.  Motion carried by all.

 

Permits:

 

Francis and Kathy Burke –  This is on hold as the township  needs more information on what the county wants.  The board did state that they would support the move of the log cabin onto their property. 

 

Ducks Unlimited Gambling Permit – this was already signed – just needs to get in the minutes.  Motion by Ted and seconded by Les to approve.  Motion carried by all.  This will be for a fundraiser that is to be held at the OK Corral.  Three ayes, no neys.

 

New Business:

 

Scott County Police Report – Nothing out of the ordinary, calls in Apple Circle and Sioux Vista.  Fire at the Threshers.

 

MN Revenue – Unallotment of Aids/Credits Payable in 2009 – for informational purposes only.  It looks like we WILL get our allotment.

 

Newsletter 2009 – Please review, edit and add to and get back to Mona ASAP so that she can get it to print and get it sent out.  Just as a reminder, we approve at one of our spring meetings not to do this until fall so that we could put snowplowing information, etc. in it but since we are being pushed into this by a certain resident, I put it together for a mailing in August.

Scott Watershed Management Plan for 2009-2018 – CD that you can watch.

 

US Census Bureau – Information requested.  Mona is checking with Scott County to make sure that they are providing this information to the Census Bureau as they have provided everything else for us.  For informational purposes only.

 

Met Council – Livable Communities Act of 1995- Mona is also checking on this with Scott County as it really doesn’t make sense for our small township to be filling this out when none of it really applies to us.  Mona filled out form and returned.

 

Met Council – Certification of 2009 ALHOA Expenditures – for information purposes.  Our calculation for 2010 is $1,994.

Old business:

 

Township Tour – July 13, 2009 – thank you letter attached.  Ted stated that the tour went very well.  The tour started at the Fair Grounds, to Burdette’s, through the State Park to the apple orchard, then to the town  hall and gravel pits and to Gerdes Estates and then finally back to the Fair Grounds.  They were very impressed and thought that we had a very active township.

 

2009 Scott County Roadside Spraying Contract and Pricing – Hubie went to a meeting on this.  They are now spraying for brush starting in August.  Will get mapped out and to the county.  Have some areas in Sioux Vista by the fence line that needs to be taken care of.

 

Scott County Township Planning Area Meeting – July 29th – Ted to give an update of the meeting.  There will be a continuation with all townships.  They are looking at how the county will grow with the agricultural community.

 

Township assessments – They are going through all the residences in the township.  I have heard any details yet.

 

Website – discussion on current Website and if we want to spend money on new Website – I have also put this in the newsletter and would like the opinion of our residents as I know of only one resident that really seems to need this right now.  This was tabled.  Counter on web site states that there have only been 70 hits to the site.

 

Woodland Estates Update – Have not gotten to the attorney yet as I do not have his e-mail address.  Ted to get it to me.

 

MN DOT Speed Limit Update – This is being handled by Mitch at the county and he passed on to someone else.  They will try to have up by next month.  Will also talk to Tony.

 

Annexation and developers agreement – tabled.

 

Township Right-of-way Ordinance – tabled.

 

City of Belle Plaine Update – No updates.

 

City of Jordan Update –  Fire meeting went okay.  Open house for the new firehouse will be around Heimifest time.

 

MN Dot Update –  Township signs – are we going to write a letter and get it sent off – had talked about doing this a couple of months ago but Ted never came down to do.

 

Township Road #57 – In the process of getting a formal bid from Brad at Buffalo Bituminous in case they come back here yet this fall as they have always given us a good price.  Les was going to talk with him about how much we needed done so that Brad could get us a bid.

 

Railroad Crossing –

 

Scenic Byways – Tabled.

 

Road Maintenance Report – Second cutting to be done in mid September.  Brad suggested red rock on 195th.  Hanson’s to Acorn may need repair next year.  The rest is pretty good.

 

Other Business/Notices/Public Comments;  Ed Chapman asked about the corrections to the minutes.  He thinks Leo Anderly’s name was misspelled eight times.  No it was not.  He also asked if the township was sending the check to Leo.  Yes, they will be.  Township was advised to pay as they will spend more time and money fighting it.  His license was in effect and he did his job as he thought was expected.  The county and Leo are victims of a changing system.  No red flags have ever been thrown – we received a call from Cindy to make a change so that going forward the things that need fixing will be resolved and will be made right.  To the best of our knowledge, Leo has always been doing his job.  He was also going to be turning in his paper work.  Ed felt we should not pay him and if we pay anything, it should only be half for half of a job done.  Scott County will be reviewing 100% of the properties in St. Lawrence Township.  Ed said the attorney general’s office is checking into Leo Anderly.  Scott County will be able to what assessments came out at in early winter to see how much of a discrepancy there really was, if any.  He also asked about a “No Outlet” sign in Sioux Vista and stated that there are still no minutes on the web site.  He wanted to know why we are not working on this.
