MONTHLY MEETING

February 9, 2006

 

Pledge was recited by all present.

 

Ted Kornder called recessed meeting of January 12, 2006 to order at 7:00 p.m. on February 9, 2006 .  Motion by Ted and seconded by Hubie to adjourn.  No discussion.  Motion carried by all.  Meeting adjourned at 7:01 p.m.

 

Ted Kornder called monthly meeting of February 9, 2006 to order at 7:01 p.m.  

 

Minutes of the last meetings of January 12, 2006 were reviewed.  No further discussion.   Motion by Hubie and seconded by Ted to approve.  Motion carried by all.

 

Treasurer’s report:

 

Rae Ann Bohlman stated that in the month of January we had income of $11,200.73.  Balance of $980.14 in checking and $267,635.54 in savings.  Also have two $20,000.00 certificates at Community Bank Jordan and a $20,000 certificate at KleinBank Chaska. Total $328,615.68.  Motion by Hubie and seconded by Ted to approve treasurer’s report.  No further discussion.  Motion carried by all.

It was mentioned that Jeff Hennen has not yet set up an escrow account for Woodland Trails Addition.  Rae Ann will send a bill to start the escrow account.   Motion by Hubie       and seconded by Les to approve bills to be paid.  No discussion.  Motion carried by all.

 

Permits:

 

Siemon Implement has requested a weight restriction waiver to bring in some combines, etc. on Old Hwy. 169 Blvd. To assist them as they are having difficulties with Highway 169 construction.  Motion by Les and seconded by Hubie to approve waiver.  Motion carried by all. 

 

New Business:

Scott County Deputy came to report events in St. Lawrence Township over the past month. 

 

Scott County – Local Recycling Development Grant –  Motion by Ted and seconded by Hubie to approve partnering again with City of Belle Plaine .  We need to make sure that this is advertised as we get several dumps in the township ditches with regards to carpet, etc.  Will send a letter to Scott County letting them know that we want to participate with the City of Belle Plaine but that we also need to put out information on where to take carpet, furniture, TV’s and appliances.  Motion by Ted and seconded by Hubie to approve.  Motion carried by all.

 

Scott County Gravel Place on Old TW 169 Blvd. – Informational purposes only.

 

Scott County – 2005 Year-end report of violations – Informational purposes only.  Ted also handed out a Code Enforcement Refinement Process.  Ted went to the meeting yesterday.  They want to have a one-plan fits all township.  We need to get back to Scott County in writing by our next monthly meeting with a format of how we want to take care of these violations.  Put on the agenda for the next meeting.

 

Scott County – 2006 Seal Coating Bid/2006 Dust Coating Bid – Les called Greg Felt from Scott County today.  Talked extensively about sealing coating and dustcoating.  They also do crack sealing.  Have approximately 4 miles of road that need to be crack-sealed.  Need to make a request in writing by February 17th if we want to do this.  He firmly believes that if you put blacktop down, you need to crack seal the 3rd and 4th year but you need to seal coat the 5th year.  Need to look into this.  Les stated that there is four miles of road that needs to be checked for cracks.  Les stated that if we are not going to do the seal coating, he strongly recommends the crack sealing.  Supervisors will let clerk know if a letter should be sent to Scott County .  Also talked about dust coating.   Decided we would do our own dustcoating.  Will look at seal coating around fair grounds and crack sealing the remainder. 

 

Met Council – 2005 Annual Report – For informational purposes only.

 

Appoint Elections Judges – Motion by Les and seconded by Hubie to approve Helene Schmitt, Myrna Rieck, Karen Coil and Mike Ryan as election judges.  Motion carried by all.

 

Old Business:

 

Annexation and developer’s agreement – Ted talked with Bob Rupee today.  Would like to meet with board next Wednesday between 1 p.m. and 5 p.m.   He will be down for the comp plan meeting that will happen that evening and is available to meet in the afternoon.  Les stated that he is not available.  Ted will ask Bob to make it another time.  Will see if he can meet at 11 a.m.   Game plan is that Bob would like to meet with us and then go back to the council.  Supervisors decided not to involve Scott County in the process. 

 

Township Right of Way Ordinance –Is in with Rupee yet.

 

City of Belle Plaine update – Some trouble in the ambulance department.  Have hired a couple of part-time paramedics because they cannot staff the ambulance during the day.  There will be a meeting coming up.  Also, Old Hwy. 169 Blvd, there is a meeting on February 23rd at 3:30 p.m. at Scott County Highway Dept.  There will be discussion about the detour route.  

 

City of Jordan updates – Same as above.

 

MN Dot updates – No further except as above.

 

Grant Update – Need to set up a meeting to get this figured out.

 

Union Pacific Railroad – No update.

 

Scenic Byways – Tabled.

 

Road Maintenance Report –

 

Les and Jim repaired 218th with materials.  Jim Stang’s plow truck went down but he has replaced it. 

 

Other Business/Notices/Public Comments –

 

February 13th, 2006 on-site meeting by Kerkow’s on 195th at 9 a.m.

 

February 15th, 2006 11 a.m. meeting with Bob Rupee and evening meeting with regards to the comp plan. 

 

February 18, 2006 – Annual Audit and clean-up day. 

 

Short Courses are in Mankato this year on March 22nd 

 

LTAP – Minnesota Spring Maintenance Training Expo – April 11-12, 2006 , St. Cloud , MN

 

Les brought up information from the Jordan Fire Department.  They are looking pretty good and their retirement plans are 70% of where they want them to be.  We are also on budget for next year.  They are looking in the future to buy a new pumper truck as their truck is 33 years old.  Estimated cost is $400,000.  They are also planning to add onto the fire department in 2008. 

 

No further business to come before the meeting.  Motion by Les and seconded by Ted to recess meeting to all other meetings for the next month.  No discussion.  Motion carried.  Meeting recessed at 8:32 p.m.
