Ted Kordner called recessed meeting of June 11, 2009 to order at 7:00 p.m. on July 9, 2009. Motion by Les and seconded by Hubie to adjourn. No discussion. Motion carried. Meeting adjourned at 7:01 p.m.

Minutes of the last meeting of June 11, 2009 were reviewed. Motion by Les and seconded by Ted to approve. No discussion. Motion carried by all.
Treasurer’s Report:
Mona Bischof stated that in the month of June we had income of $91,426.70. Balance of $557.36 in checking and $321,337.69 in savings. Also have one $22,332.30 certificate at Flagship Bank and a $20,731.62 certificate at KleinBank Chaska. Total $364,938.97. Motion by Ted and seconded by Hubie to approve treasurer’s report. No discussion. Motion carried by all.

Motion by Ted and seconded by Hubie to hold the Leo Anderly bill. Discussion ensued with regards to this bill as we are not sure . Motion carried by all.
Mona stated that she talked with Deb Geis about what they will be doing this year as far as assessing the township and that per the state they have to look at the whole township this year instead of just 20%. With that being said, Ted made a motion and it was seconded by Hubie to hold back the Scott County payment also until we find out more information. Motion carried by all.
Motion by Ted and seconded by Les to pay the remainder of the bills. Motion carried by all.
Permits:
Mike Breeze with Jordan Fire Department was present to obtain a raffle ticket permit for a fundraiser for Marlene Adamek that will be held at the OK Corral on September 26, 2009. Motion by Les and seconded by Ted to approve. No discussion. Motion carried by all.
New Business:
Scott County Police Report – Slow month besides loose cows and dead deer. Johnny stated he did not have a chance to get into the sign problem except that they have been identified. There has been a lot of vandalism in St. Lawrence Township with signs, painting on signs, other types of vandalism, etc.

Summer Township Zoning Meeting – July 29, 2009 3 to 5 p.m. Place yet to be determined. Mona to send e-mail back that the meeting room at the Scott County Fair Grounds would be open and also let him know that all 3 supervisors will attend.
Old business:
Township Tour – July 13, 2009 – Our township time is
8:30 a.m. and will meet at the Scott County Fair Grounds Extension
2009 Scott County Roadside Spraying Contract and Pricing – Hubie is going to a meeting about this on Monday, July 13th. More information next month.
Woodland Estates Update – Have not gotten to the attorney yet as I do not have his e-mail address. Ted to get it to me.
MN DOT Speed Limit Update – In the process of having Scott County put up the speed limit signs, etc. where the changes are going to be made. Mitch with Scott County is working on this. Les has also been working on getting all of the other signs back up and back in compliance again.
Annexation and developers agreement – tabled.
Township Right-of-way Ordinance – tabled.
City of Belle Plaine Update – Ted attended the ambulance meeting. Township residents wanted to view the monthly ambulance report. It is now available on their Website.
City of Jordan Update – Jordan Fire Department next Wednesday at 7 p.m. Other than communication with signs, etc. nothing really more to comment on. Only other comment would be that #282 should be open in the next 10 days before the county fair.
MN Dot Update – Our signs have been retrieved. Will wait and get some additional information before trying to put these up again.
Township Road #57 – No update.
Railroad Crossing – No update.
Scenic Byways – Tabled.
Road Maintenance Report –
Dust coating will be done again on Friday, July 17th right before the fair.
There are some roads that have washboard on them but that will probably not get any better until we get some rain.
Les made a comment to make sure that the residents know that we do the dustcoating on 185th and the City of Jordan does the snow plowing on that road to the stop sign of 185th and Beaumont. This is a exchange of services that has been agreed to. They also go to the fair grounds property as this is an easy area for them to turn around.
Other Business/Notices/Public Comments;
Contract Assessment with Scott County – Ted read an e-mail that was sent to Mona by Cindy to explain our assessment charges for this year, what’s been done year-to-date and assessments prior to 2009. After reading it, Ted opened it up for public comment. Les stated that in the letter, it informed us as to what they know and this will be our guide. Bob Williams asked how many years we had this contract with Mr. Anderly. The books were brought forth from year to year from previous assessors, etc. They say there are errors in the book. We have had three assessors in the past. These problems could have arose from any of these three assessors. Bob asked that we send a copy of the information from the paper to our township attorney and see if we have any recourse against Leo Anderly. Ted stated that there are a couple of issues. We do not have a county assessor. We have some people that have stepped in. Hopes we have made the right decision to go to Scott County. There have been changes. Mr. Anderly apparently was not up to speed with the changes per the newspaper but we do not know that this information is factual. Jerry Lange stated that he didn’t keep up with the system and he should have left a long time ago. Pete Giancola said that he did a complete report in 2004 with regards to Leo’s procedures being flawed. Pete stated that we should wait to see what the percentage of variance is with regards to the tax assessed values and then make our decision.
Ed Chapman talked about the signs and if could crimp the threads of the signs so that it discourages the number of signs being taken. Mona stated that this would encourage them to probably paint the signs or take other forms of action to destroy them.
Ed Chapman talked about the books that the assessor has that he makes all of his notes in as he wants to know where the books are. Our assumption is that the county has these books. Ed also stated that Leo Anderly did not renew his license for this year. He license was in effect when he did the work and was in effect until July 1st of this year. Ed also stated that this file has been sent to the Attorney General’s office for review. Jerry Lange said that the assessor had been out to his home and Mona stated that Cindy stated that all of Sioux Vista has been gone through already. Ed talked further about his decisions with Mr. Wermerskirchen, etc. on what his value was adjusted to after he came out and did measurements, etc. Bob Williams stated that he was not going to pre-judge Mr. Anderly. Thinks we should inform our township attorney about what is going on but Ted stated at this point it would be foolish to spend money when we don’t really know to what point is has affected our township. Pete asked that we continue to table the Leo Anderly bill.
Ed Chapman introduced David and Bob from Computers, Inc. Dave came to talk about a web site design for the township. Dave stated that it would cost about $1,000-$1,500 to set up a web site and about another $100-$110 per year to keep the Website domain, etc. Mona will put this on the agenda for next month.
