MONTHLY MEETING

June 11, 2009

 

 

Pledge was recited by all present.

 

Ted Kordner called recessed meeting of May 14, 2009 to order at 7:00 p.m. on June 11, 2009.  Motion by Les and seconded by Hubie to adjourn.  No discussion.  Motion carried.  Meeting adjourned at 7:01 p.m.

 

Ted Kornder called monthly meeting of June 11, 2009 to order at 7:02 p.m.

 

Minutes of the last meeting of May 14, 2009 were reviewed.   Motion by Les and seconded by Hubie to approve.  No discussion.  Motion carried by all.

 

Treasurer’s Report:

 

Rae Ann Bohlman stated that in the month of May we had income of $520.69.  Balance of $558.87 in checking and $232,797.62 in savings.  Also have one $21,681.84 certificate at Flagship Bank and a $20,731.62 certificate at KleinBank Chaska.   Total $275,769.95.  Certificate of Deposit at KleinBank came due on June 9, 2009.  CD rates were reviewed and it was decided that we would renew the certificate at KleinBank.   Motion by Hubie and seconded by Ted to approve treasurer’s report.  No discussion.  Motion carried by all.

 

It was noted that Backes Companies has not yet paid the escrow deposit and there is money owing to the township for meeting fees and engineering fees.  There will not be any more meeting with Backes Companies until he pays the escrow account shortage.

New Business:

 

Scott County Police Report – Not very exciting.  31 calls, nothing real exciting.

 

Township Tour – July 13, 2009 – The township would like to do 9 a.m. or the next time available.  Mona to get more information on what they would like to do and then Ted will put together a program.

 

Scott County – Hazard Mitigation Planning Approval – Motion by Les and seconded by Hubie to approve the plan as presented.  No further discussion.  Motion carried by all.

 

Certificate of Liability Insurance – It was noted that the $1.5 million is not mandatory and we can take lower amounts based on what they do.  Our township will be fine with the insurance coverages they have had in the past.

 

2009 Scott County Roadside Spraying Contract and Pricing – Call Pete and let him know that we are interested in phase 5.   Find out what else he needs from us to get started.  Motion by Les and seconded by Ted to approve contract for pricing of this.  No further discussion.  Motion carried by all.

 

Scott Soil & Water Conservation District – Bridge Replacement Project – For informational purposes only.

 

MN Association of Townships – Membership cards were given out.

 

Met Council – Population and Household Estimates – For informational purposes.

 

University of MN – Ted has been elected as a member of the Scott County Farm Advisory Task Force – for informational purposes.

 

SCALE – Meeting Invitation – June 23, 2009 – 6 – 8:30 p.m. at the Spring Lake Township Hall.

 

“The Bridge” – for informational purposes only.  No need to bring to meetings any more as all board members receive this.

 

Old business:

 

Orchard Properties, LLC  – Did not receive $2,500 check for escrow account.  Mona to send invoice again.

 

ARRA Grant Money – This is the grant that was applied for to finish off Township Road #57.  Our township did not get the grant.  May look to doing this on our own but will look at it again next month.  Will call Brad and visit with him about pricing on this.

 

Woodland Estates – Mona has an old e-mail address for our attorney.  Ted to get an updated e-mail address and send Ruppe another e-mail with regards to this.

 

MN DOT Speed Limit Study – Received the speed limit information and will get new signs posted.  Mona will e-mail information to Scott County so that they are aware of these new postings.

 

Joint Powers Agreement for Assessment of the Township of St. Lawrence – Motion by Les and seconded by Hubie to approve.  No further discussion.  Motion carried by all.

 

Annexation and developers agreement – tabled.

 

Township Right-of-way Ordinance – tabled.

 

City of Belle Plaine Update – No updates.

 

City of Jordan Update – No updates.

 

MN Dot Update – Welcome to St. Lawrence Township signs have been taken down.  Ted inquired to see where the signs were and Jeremy at the Jordan shop made a few phone calls and Ted got a phone call back from Heather Lott.  They had a very nice conversation about the signs.  She wanted to know who gave authorization.  Ted stated that the person that helped has not been with MN Dot for a number of years.  She stated that signs cannot be put back up but gave Ted an e-mail address to send an application to get these boundary markers put back up.  Mona to e-mail Heather with a statement of why we want these markers up and she will take it from there.

 

Township Road #57 – As noted above.

 

Railroad Crossing – Dan Jobe from Scott County asked if we would reconsider the improvement joint venture with the rail road.  Ted told Dan that we would not and that we will complete the road at our expense and if the rail road wants to put in crossing arms or anything, it would be at their expense.

 

Scenic Byways – No update.

 

Road Maintenance Report –  No complaints.  All compliments to date.

 

Other Business/Notices/Public Comments;

Township Newsletter – there is a ditch mower for sale for $10,000 or best offer.  It is the kind of machine we want and Les brought it up for supervisors to look at. 

 

No further business to come before the meeting.  Motion by Hubie and Les seconded by to recess meeting to all other meetings for the next month.  No discussion.  Motion carried by all.  Meeting recessed at 8:06 p.m.
