MONTHLY MEETING

June 14, 2007

 

Pledge was recited by all present.

 

Ted Kornder called recessed meeting of May 10, 2007 to order at 7:00 p.m. on June 14, 2007.  Motion by Les and seconded by Hubie to adjourn.  No discussion.  Motion carried by all.  Meeting adjourned at 7:00 p.m.

Minutes of the last meeting of May 10, 2007 were reviewed.  Motion by Les and seconded by Hubie to approve.  Motion carried by all.

 

Treasurer’s report:

 

Rae Ann Bohlman stated that in the month of May we had income of $969.29.  Balance of $576.61 in checking and $184,137.28 in savings.  Also have two $20,000.00 certificates at Flagship Bank fka Community Bank Jordan and a $20,000 certificate at KleinBank Chaska.  Total $244,713.89.   Motion by Hubie and seconded by Ted to approve treasurer’s report.  No further discussion.  Motion carried by all.

Permits:

 

Tom Jeurissen – Motion by Les and seconded by Ted to approve a 4’ x 5.5’ x 31’ x 34’ wrap around deck per county codes and setbacks.  Motion carried.  Hubie abstained.  Permit #A2-7-07.

 

Delores Wagner – Motion by Hubie and seconded by Les to approve an open-air canopy steel roof shelter area 57’ x 60’ per county codes and setbacks.  Motion carried by all.  Permit #A2-8-07.

 

James Luce from Scott County Fair Board – Motion by Ted and seconded by Les to approve Bingo application permit during the 2007 Scott County Fair.  Motion carried by all.

 

New Business:

Scott County Police Report – Horse issue – humane society was down at the Apple Orchard and gave them some things to do and fix.  Not much else going on in St. Lawrence Township.

2007 Scott County Roadside Spraying Contract and Pricing – Les stated that it’s very important that we get in some of these ditches that we have already cleaned out and spray them to keep them clean.  Ted and Hubie will get a hold of Pete Shutrop to see if we can get this lined up.

 

Hazardous Waste Generator Inspection Reports – for informational purposes only.

 

2008-2017 Transportation Improvement Program Solicitation – Information form on June 22, 2007 to give an overview of the program.  Ted will get information on where this is at and if it applies to anything such as finishing Township #57, turn lanes on the highway, etc.

 

MN Association of Townships – Double Coverage of General Liability Insurance – We will cancel the Country Insurance coverage. 

 

Met Council – Regional Policy Conference – June 25, 2007 – 7:45 a.m. to 3 p.m. at Four Points Sheraton in Minneapolis

 

The Bridge – Information from Belle Plaine on what’s going on with the roads.

 

Old Business:

 

Annexation and developer’s agreement – Ted was the City of Jordan comp plan meeting Tuesday night to see if there was anything going on and nothing to date.  Tabled.

 

Township Right of Way Ordinance –  Tabled.

 

City of Belle Plaine update – Received from Municipal Development Group a letter stating that the City of Belle Plaine approved their Comprehensive Plan 2007.  Excluded working with us at this time.  Also, have not been approached formally as a board but they have approached MN Dot about putting in a “Welcome to Belle Plaine” sign.  Falls under the county zoning code for permits, set backs, etc. 

 

City of Jordan updates – Comp plan meeting with them.  Jordan’s plan is not completed yet.  Cy will be in front of the city council next Monday on public comment to discuss the fire contract rates.

 

MN Dot updates – MN Dot is finishing up the 169 highway.  Not much else.

 

Township Road No. 57 Grant Update – We have about $10,000 in the account per Dan Jobe.  Dan Jobe has not heard from DNR at all.

 

Union Pacific Railroad – $275,000 grant is available in 2009 for the crossing at the end of Township Road #57.  Ted does have the letter from Julie Carr.  He also had a talk with Jim and Kristie Rucks – their son works for Jim Oberstar, a US Congressman.  According to his office, it’s supposed to be a 80/20 deal.  Would like us to send in all of our stuff and see if we can get the rest of the money for Township #57 and the railroad.

 

Scenic Byways – Tabled.

 

Road Maintenance Report – Super dry but roads look good.  Number of compliments about 218th Street.  Les stated it was worth the money to put the material down.  Ditch mowing is done for now.  Les asked about the red rock on the top of Township #57 and noticed the driveways by Erickson’s and the other neighbor have our red rock in their driveways.  Wanted to know what we should do about it.  Ted stated that he bladed Erickson’s driveway but not McCullen’s. 

 

Bob Schmitz from Scott County called on Monday afternoon, June 11th to state that they were having a County Board of Appeal and Equalization meeting on Tuesday, June 12th and two of our township residents were on the list.  Stated that they reviewed Pete Giancola’s property and will reduce the value by about $60,000 and Paul Stahler’s property by over $100,000.  Said that the township board should be at the meeting if they have any questions/comments about this.  This short of notice given to the clerk while she was out of town did not give sufficient time to get to the meeting.

 

Public Comment:

 

Eldon Reinke was present to talk about a drain tile situation by Verna Ruehling’s property and standing water, etc.  Need to put something there so that the dirt does not wash away prior to the grass starting to grow.  Drainpipe was supposed to be at the same elevation as the culvert.  After three times, it’s still too shallow, the top of the inlet should be at the same level as the top of the culvert but it is not.  Les stated that Scott County Soil and Water should have been involved with this.  He will take some of the pictures and see what can be done about this.  Les will talk with Doug at Soil and Water and see why this is happening and get something done about it.

 

Les stated that there is an auction coming up at Cedar Lake Farms.  They have a lot of picnic tables at the auction and would like to know if they can use the money that was approved for benches towards the picnic tables at the auction.  Motion by Hubie and seconded by Ted to reimburse Scott County Fair Board up to $2,700 for picnic tables

Purchased at the Cedar Lake Farms auction per the approval of making sure that this money can be used this way by calling MN Association of Townships.  Motion carried.  Les abstained from voting.

 

No further business to come before the meeting.  Motion by Ted and seconded by Hubie to recess meeting to all other meetings for the next month.  No discussion.  Motion carried.  Meeting recessed at 8:50 p.m.
