MONTHLY MEETING

May 11, 2006

 

Pledge was recited by all present.

 

Ted Kornder called recessed meeting of April 13, 2006 to order at 7:04 p.m. on May 11, 2006.  Motion by Les and seconded by Hubie to adjourn.  No discussion.  Motion carried by all.  Meeting adjourned at 7:01 p.m.

 

Ted Kornder called monthly meeting of May 11, 2006 to order at 7:05 p.m. 

 

Minutes of the last meetings of April 13, 2006 were reviewed.  No further discussion.   Motion by Les and seconded by Hubie to approve.  Motion carried by all.

 

Minutes of the Board of Appeal and Equalization Meeting from April 20, 2006 were reviewed.  Motion by Ted and seconded by Hubie to approve.  Motion carried by all.

 

Treasurer’s report:

 

Rae Ann Bohlman stated that in the month of April we had income of $7,689.07.  Balance of $251.12 in checking and $210,066.24 in savings.  Also have two $20,000.00 certificates at Community Bank Jordan and a $20,000 certificate at KleinBank Chaska. Total $270,317.36.  Motion by Les and seconded by Hubie to approve treasurer’s report.  No further discussion.  Motion carried by all.

Ted explained that the board decided to pay for all of Sioux Vista to get dust-coating as we didn't want complaints as to why some were done and some were not.  The township talked with Ruppe about it and the township based in on the number of residents  in Sioux Vista and that many people and that many car counts, it would be considered high density so we should just do it and be done with it.

 

RaeAnn and Mona also asked that the township pay for a new QuickBooks version.  It was agreed that it would be purchased.

 

Motion by Hubie and seconded by Les to approve bills to be paid.  No further discussion.  Motion carried by all.

 

Permits:

 

James Luce from Scott County Ag Society – Motion by Hubie and seconded by Ted to approve 3.2 Malt Liquor License for Scott County Ag Society.  Motion carried.  Les abstained from voting as he is on the Fair Board.

 

New Business:

Scott County Deputy Adam Volek came to report events in St. Lawrence Township over the past month.  Month of April was slow. 

 

DRT Township Board Fees – Scott County is conducting an informal survey to find out about board fees for DRT meetings.  Board stated that the DRT 1 meetings are free and all other meetings are $250 per meeting thereafter.

 

PAL Package Proposal – Information only and bill enclosed to be paid in June.

 

Residential Vacant Lot Listing – Information only.

 

Zoning Amendments – Ted stated that Mike Subota talked with him about township supervisors participating in the 2030 Visioning Comp Plan.  Would like one volunteer from each of the 11 townships.  Board suggested that Ted would represent the board at these meetings.

 

2005 Metro GIS Annual Report – Information only.

 

2006 1st Quarter Report – Scott County Code Compliance – Information only.

 

Lee Theis – Final Notice of Non-Compliance – Information only.

 

Kay Park Recreation Equipment Magazines – Talked about what we should do with our park fund money.  One idea would be to donate park benches to the Fair Board.  Les will bring up to the Fair Board to see what they think about this.  Board thought it may be a good idea for the park fund money.

 

Construction Cooperative Agreement – Motion by Ted and seconded by Les to approve Construction Cooperative Agreement between County of Scott and St. Lawrence Township for Township Road No. 57.  There is a change in policy as to how much they get paid.  No further discussion.  Motion carried by all.

 

Old Business:

 

Annexation and developer’s agreement – Met with Jordan and they will be coming back to us again.  We did identify serviceable land area and had some discussion on Jordan’s annexation area and Belle Plaine’s annexation area.  Number of residents in this area.  Good discussion on how not to have someone sitting in no-man land. 

 

Code Enforcement Resolution – Board decided that they do not want to participate in this at this time.  Very comfortable working with Mr. Eckholm at this time.  Relationship and process are working very effectively at this time and do not want to change it.  Will send response to Mike Subota. 

 

Township Right of Way Ordinance – Still pending.

 

City of Belle Plaine update – Information in packet for reference purposes.  Nothing has moved forward with the meeting with regards to getting the Old Highway overlaid because of lack of participation from Belle Plaine Township, Scott County and MN Dot. 

 

City of Jordan updates – As stated above with regards to annexation meeting.

 

MN Dot updates – Nothing at this point.

 

Township Road No. 57 Grant Update – Board met with Lenny Lexon from Scott County Highway to go over punch list items.  Chard has a person hired to go over punch list and make sure all items are taken care of.  Some of the stuff has not been done because it is too wet to go into the ditches.  Scott County Board approved project so the bid process is going out tomorrow.  Also did a 4” aggregate lift on Township #57 where it was needed.  Les asked who is in charge of it now for blading purposes.  Ted to ask Lenny.

 

Union Pacific Railroad – Ted asked RaeAnn if she had a phone number or e-mail address for John Strohlich as Julie Karr needs to get his name and number to put together a meeting for June 6th.  Have been approved through the Federal Government for a portion of this funding.  Will be a gap in here as the railroad is not stepping up to the plate.  Wants to meet with everyone to get this going.  Meeting to be at Scott County Highway.

 

Scenic Byways – Tabled.

 

Road Maintenance Report – There was a bunch of carpet and a couple of chairs that were picked up on 218th and Beaumont Way and also on the top of the hill by Lyle’s.  Ted disposed of it.  Ted complimented Les and Jim Stang on getting gravel down on the road and also complimented Les on getting the dustcoating down.  Les also thanked Jim Stang.  Also stated that on 195th, it is dustcoated but may have a bit of a challenge on that road.  Hopefully it will set up.  All the rest are holding up well.  Also said that he wanted to barter with the City of Jordan for ˝ of 185th Street dustcoating for ˝ of the crack sealing on 190th to avoid all the paperwork and just consider it a wash.  Will wait until we get something from the City of Jordan to see what we can do.  Hubert stated that Dave’s Excavating asked when they would like to mow the ditches.  Will look towards the 1st of June or after and then right before the Fair.  Will keep him informed.

 

Ted stated that a question came up from a resident with regards to the recycle day that we participated with Belle Plaine.  Resident wanted to know how they know whom we participate with. Notices are put up and there is usually something in the paper. 

 

Other Business/Notices/Public Comments –

 

Spring Lake Regional Park Concept Plans Open House – May 10, 2006 at Shakopee Mdewakanton Community Link – no one attended.

 

May 17, 2006 – Construction meeting at 10 a.m. and 11 a.m. at Scott County Highway.

 

No further business to come before the meeting.  Motion by Les and seconded by Hubie to recess meeting to all other meetings for the next month.  No discussion.  Motion carried.  Meeting recessed at 8:25 p.m.
